研究概要

研究の背景

リーマン・ショックに端を発する世界的な不況と20年におよぶ長期的な低成長の日本経済にあって、雇用不安や所得格差等が問題となり、成長戦略を基底に雇用対策や所得格差是正策を含む労働市場のあり方が問われてきている。 本研究の目的は、ICTという情報通信技術やコンピューターといった近年の新技術の普及が、日本経済の成長や雇用や所得格差にいかなる影響を及ぼすかを理論的に分析し、政策手段を考察することにある。 特に、新技術は成長要因となりうるのか、さらには新技術は熟練偏向的かつ定型化された仕事を行う性質から、中位の熟練労働を減らし、高賃金と低賃金、高熟練雇用と低熟練雇用という二極化を生み出す傾向がありそうであるが、どのようであるかという点等を中心に考察を行う。

研究実績・成果

新技術の雇用や賃金への影響に関して優れた展望論文である Acemoglu, D. and D. Autor, "Skills, Tanks and Technologies: Implications for Employment and Earnings" NBER Working Paper no.16082, June 2010（現在 Ashenfelter, O. and D. Card eds, Handbools of Labor Economics, Volume 4B North-Holland 2011,Ch.12 pp.1043-1171に所収）、およびAutor, D. and D. Dorn（2012）, "The Growth of Low Skill Service Jobs and the Polarization of the U.S. Labor Market" MIT Working Paper, April 2012（forthcoming, American Economic Review）を共同研究者と文献購読を行い、主としてアメリカにおいて賃金所得の二極化が生じている実態と二極化を生み出す理論的メカニズムについて精査した。 また、外部から講師を招聘して『日本経済の成長と分配セミナー』と題する研究会を兵庫県立大学において3回開催した。 第1回2012年12月7日円台「技術進歩、グローバル化と格差」櫻井宏二郎氏（専修大学経済学部教授）、第2回2012年12月26日演題「Dynamic Patterns of Accumulation and Income Distribution in Jabanese Manufactureing Industries」阿部太郎氏（名古屋学院大学経済学部准教授）、演題「貿易自由化と国際分業-CGE-IO統合モデルによるアプローチ-」伴ひかり氏（神戸学院大学経済学部教授）、第3回2013年1月25日演題「日本経済の行方と閉塞感」愛宕伸康氏（日本経済研究センター主任研究員）（『現代経済学セミナー』と共催）。いずれも内外の研究者が多数参加し有意義なセミナーとなった。

上記報告(i)-(iii)はいずれも(v)(vi)のディスカッションペーパーに基づいており、(vi)(v)は成長、(iv)は分配についての内容である。 論文(vi)(v)は、大略、新技術の導入により資本と熟練労働とがより補完的になり、資本と不熟練労働がより代替的になるならば、たとえ、長期的に労働移動が賃金格差に反応を生じたとしても、リーマン・ショックのように急激に利潤や不熟練労働所得が減り、貯蓄が熟練労働所得だけに依存するならば、成長経路は不安定になることを明らかにした。 一方、(vi)は、熟練変更的技術や資本増大は、ともに資本と熟練労働とがより補完的で、資本と不熟練労働とより代替的な生産技術形態が強いならば、熟練と不熟練間の賃金格差を拡大させ、マクロの労働分配率を低落させるが、長期的に賃金格差に反応して労働移動が生じた場合には資本増大の方がよりそのようにさせることを明らかにした。 近年、主要先進諸国において所得格差の拡大と労働分配率の低落現象が日本経済を含めて生じてきており、その要因の一端を明らかにするものである。

今後の展望

上記のディスカッションペーパーは学術雑誌に投稿する予定でいる。 また、現在、共同研究者と「Endogenous Skill Distribution, Productivity, and Wage Inequality」と題する論文作成作業を進めている。 内容は、スキル（技能）に応じて賃金が拡大するようなそのような公立賃金を念頭において企業がスキルと熟練賃金を内生的に決定する場合、熟練と不熟練はどのように区分せられ、その結果、生産や賃金格差や各労働の所得分配がどのようになるかを明らかにするものである。 Hideyuki Adachi and Tamotsu Nakamura 編著『Studies in Medium-Run Macroeconomics: Growth, Fluctuations, Unemployment, Inequality and Policies』（World Science Publishing）に著すべく、目下、検討を進めている。
