研究概要

• 研究の背景

  国・地方自治体における財政状態の悪化が深刻化する中、公共部門を補完する経済部門として、非営利・協同セクターへの期待が増してきている。一方、非営利・協同企業を対象とした経済学的研究が、今日に至るまでに十分に整備されてきたものとはいえない。本研究プロジェクトは、私たちがこれまでユニティの資金援助を受けて行ってきた、非対称情報の市場取引に与える影響に関する理論研究を、非営利・協同企業の経済学的基礎研究に応用する目的で、２００８年にスタートさせたものである。 具体的にこのプロジェクトのベースとなったのは、次の２つの研究である。ひとつは、三上が中心として行った協同組合研究である。そこでは、協同組合の形成理由を、非対称情報をはじめとする市場の失敗に求めるという立場を取っている。もうひとつは、主として岡島が行った、「オクスファム（Oxfam）」など国際非営利組織の事例研究、および非営利組織の経済理論のサーベイ研究である。三上、岡島の両者が、一見異なるように見えるが、関連するところの多いそれぞれの領域で得た知見を交換しあい、本プロジェクトを遂行してきた。

• 研究実績・成果

  具体的な成果としては、次の２本の英文論文を海外の査読付き専門誌に発表することができた。

    （要約） 一般に、株式発行による資金調達が可能な株式会社など資本家企業と比べ、非営利・協同企業は財務体質が弱いといわれる。本稿では、消費者協同組合の所有権を表すメンバーシップとその取引市場としてのメンバーシップ市場を想定し、消費者協同組合のメンバーシップ市場を通した資金調達の問題を考察した。

    （要約）物的資本に関するサンク・コストが企業の経営形態の決定に重要な影響を与えることを示そうとしたもの。サンク・コストを含む企業の理論モデルを構築した上で、日本の製造業のデータを用い、有形固定資産比率の増大が株式会社の形成頻度に正の効果をもたらすことを統計的に検証した。 さらに、現在次の論文を執筆・改訂中である。

    （要約）　「市場経済になぜ非営利組織が存在するのか」という疑問は、非営利組織を研究していく上で根本的な問題であるにもかかわらず、未だ十分に解明されているものとはいえない。本稿では、医療サービスの質に関して情報の非対称性が存在する状況を想定し、非営利形態をとる病院の比較効率性について考察した。
• 今後の展望

  今後の展望としては、まず、前節であげた三上と岡島による共同論文（現段階では未定稿）を完成させることである。これは理論モデルを用いた非営利組織に関する基礎研究であるが、病院の経営形態については、一時、株式会社病院の是非が盛んに議論されたことからもわかるように、現実的な意味合いも大きい問題であると考えている。また、将来的には、こうした理論に統計的・実証的な検証を加えていきたいとも考えている。
