研究概要

グローバリゼーションの進展により、国際間の経済取引が活発化すると同時に各国における市場経済化が急速に進んでおり、金融面においても金融システムが大きく変化してきている。本研究は、グローバリゼーションの中で金融システムにどのような変化が生じているか、 またそれが経済にどのような影響を及ぼすかに関する国際比較研究をおこなうことを目的としている。

当初の研究計画と分担にしたがて、萩原弘子（兵庫県立大学経済学部）は日本の金融システムと中国の金融システムに関する研究を、羽森直子（流通科学大学）は日本の金融システム とEUの金融システムに関する研究を主として行った。研究会を定期的に実施し、日本、中国、EUの金融システムに関する研究報告とそれらの比較検討がなされた。

萩原は、戦後に確立された日本的金融システムの特性を分析し、それと比較しながら、現在中国において進行している金融システムの変化を検討した。中国では、1978年の改革開放政策の開始以降、経済において市場メカニズムが導入されており、特に、2001年12月のWTO加盟以来、 急速に市場経済化が進行し、金融に関してもそれまでと異なるシステムに変革されてきている。本研究では、中国の銀行業に焦点をあてて、銀行業においてどのように市場メカニズムが導入されているかについて分析を行い、それが銀行の貸出に及ぼしている影響について明らかにした。

羽森は、EUの通貨統合がどのような経過を経て実現に至ったのか整理し、通貨統合実現のための条件について考察した。通貨統合に至る経過に関して、そのスピードとアプローチがゆっくりとしたものであり、現実可能な範囲での小さなものから着手されたこと、また、柔軟性・許容性・ リーダーシップ・各国の認識の一致などが重要な要件となっていたことなどを指摘した。
