研究概要

少子高齢化が進むなかで生活の便利を重視する人が増えている。神戸市の都心３区（中央区、灘区、東灘区）で人口が増加する一方、郊外（北区、西区、垂水区、須磨区北部）は全体に人口が伸び悩み、不便な地域や高齢化の進んだ地域では人口が減少している。神戸市の人口は近い将来減少することが予測されており、ニュータウンの魅力を高める対策が急がれている。この問題に応えようとした当研究は二つのアプローチからなる。

一つは、西神ニュータウンの代表的な後背地である北播磨地域の旧西脇市、旧三木市、小野市、加西市、および旧社町に住む人々の生活圏と居住環境の満足度をアンケート調査によって調べたものである。これは当該地域の都市サービスの依存関係の構造と居住環境の評価の関係を解明し、そのうえで後背地の小都市群と西神ニュータウンの望ましい関係を構築する方策を考察することを目的とする。調査の回収数および回収率はつぎのとおりである。旧西脇市：176.29％、旧三木市：228.29％、小野市：169.28％、加西市：180.30％、旧社町：159.32％。得られたデータから生活圏の実態と居住環境の評価の関係を分析し、以下の結果を得た。

所得・収入、資産・貯蓄の面で多少不満があっても生活全体には概ね満足している人が多い。
恵まれた道路事情と高い車保有率を活かして広範囲の生活圏を形成している。週末の買物、映画、芸術鑑賞など高次の都市サービスは神戸市に依存している。特に隣接の三木市でこの傾向が強い。
生活全般および居住環境への満足水準が概ね高いのは、生活サービスを広域で賄うという生活スタイルによるところが大きい。つまり当該地域の住みよさを維持するには、日常のサービスを身近で利用できる条件と高次のサービスを広域で賄える条件を整えることが重要である。
上記5都市のサービス依存では各自給率が比較的高く、都市間の相互依存は高くない。
生活圏の拡大は他方で都心部の空洞化とエネルギー多消費という問題をはらんでおり、車依存の生活スタイルの見直しとそれに即した都市ないし広域の地域構造が求められる。
昨年の「まちづくり三法」の改正は大規模商業施設の郊外立地を規制し、都市中心部に誘導することを意図している。したがって小都市連携の形成にあたっては、(5)の見地から生活圏の無防備な拡大を抑制するため、三法の改正の手法を取り入れて各都市の自給率を上げつつ、計画的な生活圏が自給の不備を補うという、コンパクトは生活圏を目指す必要がある。

分析は継続中であり、新たな結果も交え論文として発表する予定である。

もう一つは西神ニュータウンと西神南ニュータウンの間に広がる櫨谷町の「寺谷地区」（79世帯）「池谷地区」（53世帯）「友清地区」（30世帯）「栃木東地区」（112世帯）「松本地区」（74世帯）の住民を対象に、アンケート調査によって住民生活とニュータウンの関わりを調べたものである。この研究は従来十分な議論がなされてこなかったニュータウンと周辺地域の関係を解明し、双方が機能を補完し合うことで地域全体の居住環境を改善するための方策、および地産地消や地域環境の観点から連携する方策を検討するための基礎データを提供することを目的とする。ただ調査を19年度末に実施したため、回答が一部未回収であり、現時点で実績の報告を行うことができない。回収が完了し調査結果の解析を行って逐次実績を報告していきたい。

第一の研究は兵庫県立大学から得た助成金を主とし、その不足分を当該助成金で補填したため、研究成果は兵庫県立大学にも報告する。
