景気回復後のマクロ地域社会の姿と地方自治体の役割

景気回復後のマクロ地域社会の姿と地方自治体の役割

研究概要

本共同研究プロジェクトの目的は、景気回復期におけるマクロでの地域社会構造に対して地方自治体の果たすべき役割を、マクロ成長の源泉としての産業構造、国と地方の間の政府間財政制度、官民連携の３つの観点から観察することであった。数回の意見交換会・学外者セミナー、所管官庁でのヒアリング（東京出張）などを通じて、以下の成果を得た。

第一に、景気回復期での経済成長と産業構造の研究として、高齢化とその関係に密着し、需要の増加とこれにともなう産業構造の変化(生産性の違う部門の労働移動)が、長期的な経済成長率に負の影響をもたらす可能性があることを示した。

第二に、景気回復後の成熟化した社会、また地域間格差が生じる社会における地方自治体の役割とそれを実現する地方財政制度に関する研究として、地方公社のあり方および国と地方の間の政府間財政移転がもたらす効果について分析し、財政的に持続可能でかつ、各地域が努力するインセンティブを持つ財政制度を提案した。

第三に、官民連携における新しい地域社会作りのサポート体制に関する研究では、ＪＲから引きつぐなどの形で設立された第三セクター鉄道では、上下分離方式（自治体が線路等を保有し運行のみを民間に任せる）が、公的施設では、ＰＦＩのほかに指定管理者制度の利用が重要である事を明らかにした。

これらの研究成果のうち、地方財政制度のあり方に関する議論は、2007年2月のユニティの公開講座で報告される予定である。（報告担当予定：赤井伸郎）
