研究概要

中小企業の現状と第二創業
現代日本の中小企業を取り巻く環境は非常に厳しいといわざるをえない。グローバル化が進展し、メガコンペティションが激化する中で、従来型の受身の経営では、存立維持は極めて難しいのである。ここで提案したいことは、既存中小企業による「第二創業」である。すなわち、地域経済に密着し日本経済にも多大な影響をもつ既存中小企業が、保有する技術・ノウハウといった経営資源を活用し、新たな経営革新行動を進めていくことが、新たな雇用を創出し、地域経済の活性化につながるのである。

以下では、まず中小企業による第二創業が経済活性化・雇用創造といった社会的利益および中小企業の存立基盤強化に対してどのような意味をもつのかを理論的に検証し、既存中小企業が第二創業を実践するにあたって如何なる取組みが必要となるのかを提示する。
経営革新の方向性　－第二創業への取組み
低経済成長の長期不況の下では各中小企業の体力は弱体化していく可能性が高く、さらには構造改革を背景とした金融情勢が不安定化する経営環境が形成されている。したがって、各中小企業はその経営体質を根本的に改革することなしには企業間競争の激化により淘汰されてしまう。つまり、戦略なき中小企業は駆逐されてしまうということであり、倒産・廃業を余儀なくされることになる。そこで必要なのがベンチャー的経営戦略によるイノベーションである。この場合のイノベーションは特定の人的資源が組織を離れても競争優位が失わないイノベーションであり、他企業が自企業の競争優位の源泉になっている経営資源とは異なる経営資源を用いても模倣することができないイノベーションでなければならない。こうして「第二創業」を実践できることになる。すなわち、「第二創業」によるイノベーションとは、これまでの事業領域や経営行動に関して再検討し、新たに企業を創業するのに等しいほど抜本的に既存企業における事業のあり方の再検討を行うことである。

市場や競争がグローバル化し、顧客ニーズも多様化し、技術や情報化のシステム化が進展する中で、顧客層を特定し、それにあった製品・サービス・システムを新たに開発して、事業内容を再構築する必要があること、それは現状の改良という量的な変化の程度に留まらず、質的な変化にまで進むことが重要であり、これを成し遂げた企業ほど景況が良好であることがわかる。あくまで従来型の製品の改良を出発点とし、あくまで画期的なものからスタートするのではなく、標準的な技術の蓄積を重ねていくことが重要である。つまり標準的な技術であったとしても他社による模倣が困難な秘術である場合が多く、知的資源の蓄積によるイノベーションであることがうかがえる。こうした戦略行動を積み重ねることによって景況悪化を脱却し、企業経営を大いに安定化させる必要があるだろう。
地域経済の再生と第二創業
既存中小企業によるベンチャー的戦略行動（第二創業）への関心も近年高まりつつあり、種々の経営革新行動によって新たな事業展開を実現している中小企業は多数存在している。経済・産業構造の変革に伴い、新産業創造の必要性も求められているが、既存中小企業に蓄積された種々の強みを活かし、「第二創業」が地域経済再生のカギとなることを認識し、その可能性を拡大する必要がある。

しかし、地域経済再生のための中小企業存立維持策として展開それてきた企業間ネットワークの代表例である「異業種交流」はこれまでにも日本各地で行われてきたが、必ずしも十分な成果を出せないでいる。そこで「亜業種交流」を志向する必要があると考えられる。「亜業種交流」とは、事業領域において産業連関関係が成立しうる技術的有機的連関関係が形成されており、共同体意識による共同事業の推進と自企業の存立維持といった目標を共有できる中小企業が結集し、大学の研究者等の中立的な人材がインキュベーション・マネージャーとなって中小企業間の交流を促進し、実践的に新事業・新産業を創造しうるという意味を含んだ企業間連携である。従来の「異業種」にも「亜業種」の意味が含まれてはいるが、「亜業種」とは１つの事業に関連する企業や人材を集積させ、産業連関と技術連関の効果促進を志向している点が異なるのである。

「亜業種交流」を円滑に進めていくためには、ネットワークに参加する企業間における信用創造や責任の所在の明確化など、多くの困難な問題があろう。しかし、こうした諸問題の多くは、「信頼」を通じて構築された既存のネットワークを利用し、さらに、これまでに蓄積された種々の企業間連携におけるノウハウを活用することにより回避することが可能である。実際、多様な技術・資源を保有する中小企業相互間でネットワークを構築し、①社会性のあるテーマで市場志向の共同開発・共同受注を行っていること、②オルガナイザー（例えば、主幹事会社）を中心に専門性のある企業が結びついていること、そして、③価格面における競争でなく、品質と機能を強みとして高付加価値化を実現していること、などが実現されつつあることがみてとれる。

ネットワークをさらに円滑に構築していくためには、参加者の自助努力と相互の切磋琢磨を前提とする協力関係作りが課題となるであろう。政府の産業クラスター政策といった行政主導の組織化と違い、「民」主導で形成するネットワークとは、中小企業自らが主体となって取組む、いわば「民」発クラスターであると位置づけられ、行政を含む多くの人々の共感を得られるネットワーク活動である。「民」発クラスターとしてのネットワークは、①地域密着型で経営資源を活用する、②企業間信用をベースに活動できる、③「学」や「官」が主導するのでなく、あくまで「産」に含まれる「民」を主体とした活動であること、④官の「お墨付き」的事業化でなく、自らの実力で社会的信用を確立すること、⑤社会的信用を醸成するため非営利組織（NPO）化を志向する、等の点で産業クラスターと違いがある。以上の結論として、以下の4点をあげる。

１点目として、信用力・人材・既存取引先・独自の技術力など、保有している経営資源が現在の経営環境に活かされているかどうかを再確認しつつ、不足している点を補いながら、新しい着眼点を模索する。2点目に、既存取引によって密な関係を有する業種を組織化するなど、中小企業のネットワーク化を図り、同時に地域固有の経営資源を大切にしながら、人材を育て相互の信頼関係を築く。3点目に、担保主義にとらわれない金融面での資金調達がスムーズに行われるとともに、産官学の連携、行政による情報提供や顕彰制度を設けるなど、新しい産業支援機能を創造する。そして最後の4点目としては、地域を構成する人や企業・行政・研究機関などの積極的な連携を核に第二創業を促し、地域の活性化を図る。

経済情勢が悪化し、雇用形態にも大きな変化が起こっている現代日本においては、こうした変化に耐えうるだけの企業体力と、存立基盤の強化が志向される必要がある。日本の産業において大多数を占める既存中小企業が存立基盤の強化を志向した第二創業に取り組み、新たな戦略的行動によって収益構造を改善し、雇用の維持・創出を実現することが、雇用創出への足がかりとなるのである。そして、既存中小企業による第二創業とは、当面する雇用情勢への対応策に留まらず、中長期的にみた日本における経済構造転換の必然的な取組という意義を持つことを改めて認識する必要がある。
