科目内容

わが国では国の指導によって町村合併が各所で進められてきました。かつて3,000を超える数の自治体がありま したが、そのうち、90％以上において、今後人口減が必至であり、町村合併はそうした事態への対応策のひとつ であったといえます。
　合併すれば行政職員や議員の数も減少することになります。それまで持っていた権益を失う人も多くなるで しょう。それなのに多くの自治体が合併を推進したということは、それだけ危機意識が強いということでもあり ました。しかし、合併して行政規模を大きくするだけでは問題は解決しません。定住人口（住民）増が見込めな い以上、交流人口をどの程度増やしていくかが、多くの市町村の関心事項になっているのです。交流人口とはそ の地域を様々な目的で訪れる人々のことです。交流人口は観光客と言い換えることも可能ですが、最近は単に 「ものを見に来る」人に限らなくなっています。この講義は従来の「狭い意味の観光」のみならず、定義を拡大し て、交流人口拡大のための手法にはどのようなものがあるか、交流の過程でどのような問題が生じるのか、どの ような方法でそれを克服して地域を経営していくのかなど、実例を混えながら勉強するものです。
　本論では学習対象の地域を大きく、①非都市部と②都市部に分けます。①非都市部では温泉地、農村、自然環 境地、などを取りあげて、集客交流を地域経営にどう生かすかを学びます。②都市部に関する学習では神戸フィ ルムオフィス代表の田中先生も講義に参画します。授業計画にあるように、10回目から12回目までの講義で「都 市観光資源の発見と利用」というテーマを学習します。この部分では10回目の授業において指導を受けた後、希 望者それぞれが休みの日を利用してフィールドワークを行い、12回目の講義において発表する機会を設けます。 フィールドワークの実施と発表を行った履修生には単位認定において評価点を加点します。
なお、田中先生の授業スケジュール（10・11・12回目）は都合によって変更になる可能性があります。その場 合は最初の授業ガイダンスの際にお知らせします。

評価方法

①中間テスト、②定期テストに③フィールドワークレポートを加点することで総合評価を行います。受講時の平 常点も加味します。出欠は毎回とり、平常点として参考にします。

教科書

• 特に指定しません。プリントを適宜配布します。

参考図書

• 参考文献としては、東洋経済新報社「観光読本」、碩学社「一からの観光」、学芸出版社「温泉地再生」など。 またタイムリーな話題に接するために、「トラベルジャーナル」、「観光」、「レジャー白書」などの雑誌類にも親し んでください。

履修にあたって

講義中に配布するプリントだけでは試験で優れた答案は書けません。常日頃から、新聞、テレビ、書籍などで 「地域の活性化」についての関心を持つこと。授業では筆記用具を必ず持参して、しっかりノートをとること。
① 私語、携帯いじり、途中退室、遅刻などで授業中に何度か注意を続けて受けた場合は、定期テストの点数が無 効になります。
② 教室内での飲食、着帽、サングラス、携帯充電などは許可しません。注意されなくても記録され、減点の対象 とします。
③自ら意識して旅行をすること
